Satellite dishes will be removed without law

The document that would regulate the installing dishes and conditioners was to appear in August, but it hasn’t appeared at all. The Council of Ministers decided the law is not necessary, as the Regulation on accommodation alterations exists. By the way the fines fixed in the regulation are from 320 thousands to 1.5 millions rubles.
Aliaksandr Andronchyk, head of the city development and city design department of Architecture Commission at the Minsk City Executive Committee, the man lobbying the fighting with dishes, says he was waiting the explanations of the Council of Ministers on what to do with the antennas.
“It is the task for the whole country. It is not a question only for Minsk. So, we suggested the Council of Ministers to work out this issue and give concrete solutions. The Ministry of Architecture was preparing its offers for them. The sessions were organized, but the final answer what we should do hasn’t yet come”, - said the official to «Euroradio».
The official admitted that the existing procedure of installation of dishes is very long and complicated. It should be reminded that no dish in Minsk is installed according to it.
“They can fix the dishes in accordance with established procedure. To create a project, approve it, etc. it is a very long process”, - Andronchyk says.
In the Ministry of Architecture and Urban Development it was confirmed that they are not working on a document on satellite dishes. Ihar Karpau, head of the design works department at Ministry of Architecture told that the work was stopped by the letter from the Council of Ministers.
“There is a letter where it is written that the existing now standards satisfy the process of dishes installing on facades of buildings. It is written so. Moreover, we answered to the Council of Ministers referring to the letters from the Minsk City Executive Committee and Ministry of Housing Maintenance and Utilities. They answered that the Council of Ministers’ Regulation on accommodation alterations that the Ministry of Housing Maintenance and Utilities was preparing, is enough to solve the problems. There the kinds of works listed, that need design documentation and approval by Executive Committee. Installing of antennas and conditioners is in this list”.
On the question of the fines Ihar Karpau spoke in equivoques:
“It remind the glazed balconies, do you remember the story? When people were using the materials they had. Now everyone knows, if do it without permission, he or she will be fined”.
There were no trials against the dishes owners in Minsk yet, but they may soon take place. We asked the housing services if they fine for the unauthorized alterations and if the y already fine for the antennas.
“We give instructions to dwellers, and if they don’t fulfill them we bring a case before the court. And the court fines them. There were no fines for antennas, as they have appeared only recently. But there will be fines for them, it looks like that. High fines – about 10 base units…”, - the workers of service utilities said.
But it is unclear, who will be fined first of all: those who installed a dish without permission long ago, or those who installed it already after April, when the Regulation on accommodation alterations came into force, or those who have antennas on facades, or all of them?
It should be reminded that the independent satellite channel is to start broadcasting from December. So, the attack on satellite dishes is not accidental.
