Charter’97 website blocked for Belarusian viewers

Today morning popular independent internet-sources, including Charter’97 web page, have become unavailable for viewers from Belarus.
Blocking of internet resources with the help of so-called “shaping” is taking place. It has become traditional for blocking dissenting internet sources before prominent political events. At the level of the head computer of Beltelekom which provides access to internet a filter reducing the traffic is placed. It artificially “narrows” the channel, and viewers cannot access a certain resource. There is an impression that the blocked site is available, but to download it completely can take dozens of minutes.
