An attempt to file documents to authorities set equal to foul language?

Natallya Lyavonava, activist of the United Civil Party (UCP), has received a summons to appear in the Maskouski district court of Minsk at 9.35 am on 30 May as an offender.
The summons doesn’t bind to anything, because N. Lyavonava didn’t sign it. However, Natallya decided to go to court with a lawyer,” the site ucpb.org writes.
Why she is summoned to appear in court, what offence did she commit? Natallya attended the Maskouski district militia department a month ago on 29 April. On tat day Alyaksandr Lukashenka read his message in the “house of representatives.”
The United Civil Party prepared an alternative message, and the UCP activists, heading by the party leader Anatol Lyabedzka, wanted to hand it to the House of Government. Riot militia and the security service forced them out of Independence square, Natallya Lyavonava was detained.
Later, some more activists were detained in the Tsentralny district, which were set free without reports and explanations. Natallya had to give an explanation in the Maskouski district militia department.
At last the government and the “house of representatives” received “A Message of the UCP to Citizens, Business and the State” three days later.
Natallya Lyavonava, as it appears from the summons, is charged under article 17.1 of the Administrative Code (gross breach of the peace). As the practice suggests, according to the version of the authorities, she was “using obscene language.”
