Figures of election commissions differ from ones of observers

According to an independent observer, 470 (23.65 per cent of the voters) have voted during five days of the early voting at polling station #79 of Vitsebski-Kastrychnitski constituency #20, though the election commission states 579 (29.13 per cent) voted. The figures of the observer and commission were the same for four days, but the difference was 109 votes on the fifth day (or night).
On September 26, in the evening, the doors of the room, where ballot boxes for early voting from polling stations ##77, 78, 79 of Vitsebski-Kastrychnitski constituency #20 were kept, was sealed with a paper stripe with signatures of three members of election commissions. When the room as opened on September 27, the doors were sealed with a paper stripe with just one signature.
A slot of the ballot box at polling station #16 of the Vitsebski-Horkauski constituency #17 was covered with a shit of paper, which was sealed with plasticine during all days of early voting. The paper, which was reusable, was signed only by an observer. After the early voting, the slot was covered with a piece of paper signed by commission members and sealed with wax, the campaign “Human Rights Activists for Free Election” reports.
