Belarusian ruler giving away plants to Russian oligarchs

Alyaksandr Lukashenka gave Dialek pharmaceutical company to Russian businessman Vladimir Bryntsalov.

Dialek was given to Bryntsalov’s company Ferein for leasing to implement an investment project on medicines production in Belarus. Lukashenka said he liked the plans of Bryntsalov, especially his intention to organize antibiotics production to replace all expensive imported analogues. That’s why the Russian businessman was given the green light for all his undertakings, “Yezhednevnik” reports.

Bryntsalov seems to strengthen hand in Belarus because Lukashenka decided to give him the plant the former is leasing “to create favourable conditions for Ferein open joint-stock company to launch medicines production in Belarus”.

In accordance with the decree of Lukashenka, Dialek company will be written off all debts to the budget and then transferee to Ferein as an asset complex, in other words, at a gift.

The state wil get 25% stake in Ferein. Besides, the government was given three months to sign an investment agreement with MSP-oil company owned by Bryntsalov on building of a new plant on the base of the asset complex. The constructing works should be finished by the year 2015.

New Ferein open joint-stock company, created after the re-organization, will assign all rights and obligations of Dialek. Ferein will conduct its business under the licences, given earlier to Dialek, unless new licences are issued and registration certificates, pharmaceutical norms and technical regulations are reissued.

Lukashenka also recommend the Minsk city and region councils to exempt Ferein company from taxation of profit from receipt of the asset complex in order to promote developing pharmacological industry in Belarus.
