Ukraine and Belarus agree on oil transit, but what are the conditions?

The Ukrainian Cabinet of Ministers and the Belarusian Government represented by deputy prime minister Andrei Klyuev and deputy PM Uladzimir Syamashka signed an agreement on measures to develop cooperation in shipping oil across Ukraine to Belarus, Klyuev’s press service reports, Interfax news agency says.

As it was earlier reported, Kyiv and Minsk said last week signing of the intergovernmental agreement on oil transportation through Ukraine to Belarus had been delayed to improve it.

According to the press service of the Ministry of Fuel and Energy of Ukraine, it is technically possible for Ukraine to discharge oil at the Black Sea ports, transship it and deliver o Belarus by rail or through a pipeline in volumes defined by the Belarusian party, up to 4 million tons of oil in a period from May 1, 2010, to April 2011 with following increasing to 10 million tons per year.

The Ministry of Fuel and Energy notes that the agreement is to meet mutual interests of the two states in cooperation in oil sector. According to arrangements between Alyaksandr Lukashenka and Hugo Chavez, Minsk plans to buy 4 million tons of oil from Venezuela in 2010 and 10 million tons in 2011.
