Belarus stopped exporting solvents only on 6 October

It was stated by the Russian Ministry of Energy.

From 6 October Belarus stopped the export of solvents, the deputy minister of energy of Russian Federation Pavel Fedarau told the Agency of Oil Information.

“In fact, starting from 6 October there is no export of solvents from Belarus, the border is closed”,  he said.

“The balance of return supplies to Russia is not fulfilled, it is a fact”, - Fedarau added.

He highlighted that the Ministry of Energy counts for a significant increase of the oil products flow from Belarus to the Russian market next year.

According the energy balance of Russia and Belarus, Russian Federation has to supplie 21.5 million tons of oil to the country. In its turn Belarus has to send around 5.8 million tons of oil products to Russia.

However at the end of summer – beginning of autumn tension arose between the countries. The Russian part believed that Belarus, having increased the amount of oil bought from Russia, started to export gasoline to European markets disguised as solvents. The export duty on solvents is equal to zero within the Customs Union, whereas for gasoline it is 90% from the export duty on oil. Such a scheme led to significant loses for Russian budget, which only in 2012 could amount to $ 2 billion. At the same time, according to the Russian part’s data, Belarus supplied only 100 thousand tons of oil products to Russia starting from the beginning of the year.

Russia brings this question to the level of the Customs Union suggesting to equalize the export duties on gasoline and solvents. Apart from that, in the IV quarter Russian Federation started to decrease the oil supplies to Belarus. According to Transneft’s data, in October-December of the current year Russia will supply 4 million tons of oil to Belarus, which is 1.3 tons less compared to the previous quarter.

At the same time Russia is interested in receiving Belarusian oil products since it would allow to increase the turnout of Euro-3,4 fuel on the domestic Russian market. In future

Belarusian officials asserted that the export of solvents was spotted already in the summer 2012.
