Sasha Varlamau criminal case sent to Prosecutor General's Office.
The fashion designer is accused of major fraud.
Varlamau is also accused of major power abuse, misappropriation and tax evasion.
Over 800 witnesses have been interrogated. 353 victims have been found.
Varlamau has caused a loss of over 1 billion 200 million roubles, the investigators say. His case papers have been sent to the Prosecutor General's Office and it will decide whether to send them to court.
The fashion designer was arrested in may 2011. He has been jailed for 18 months.
