Non-committal replies to complaints at torture (Photo)

Young Front member Ivan Shyla received an answer to his complaint at confinement conditions in the detention centre in Akrestin Street.

The democratic activist filed a compliant at confinement conditions in the detention centre in Akrestin street emphasizing the conditions in this notorious facility violate article 7 of the International Covenant on Civil and Political Rights “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment”. Copies of the complaint were sent to the Republican Sanitary and Epidemiological Station at the Ministry of Internal Affairs and the office of the prosecutor of Minsk, protivpytok.org reports.

Ivan Shyla mentions the following violations in his complaint:

Absence of furniture in a cell in violation of article 25 of  the internal rules;

low temperature in a cell and absence of ventilation;

factual absence of a place to sleep and linen;

unsatisfactory sanitary and hygiene conditions in a cell;

absence of proper medical care, etc.

insulting treatment;

a ban to receive food from outside and inability to get drinking water;

Shyla received an answer from the main police department at the Minsk city executive committee. The reply signed by the deputy head of the police department, Hryshchanka, says, “The administration of the detention centre  of the main police department at the Minsk city executive committee take all available measures to  protect and secure the rights and lawful interests of the people subject to administrative arrests and detentions in the facility.”
