Jauhen Gutsalau was an observer from the BCD on the 71st polling station of Vitebsk-Oktyabrsky constituency.
Jauhen Gutsalau was detained right at the polling station. On his page on "Facebook", he has managed to put a few pictures, on one of which - upended flag on the table of the precinct commission, reports "Radio Svaboda".
Reasons for detention are unknown. According to one version, the guy was arrested for holding an allegedly unauthorized picket (last few days BCD supporters staged few rallies for a boycott of "elections").
Now Jauhen Gutsalau is in the Oktyabrsky district police station; his mobile phone doesn’t answer.
