The Minsk City Executive Committee is looking for a person who gave the media a document that confirms granting the land outside Minsk to Qatar.
Officially, the verification is conducted under the guise of violation of procedures of handling documents of limited distribution, with a label "For Official Use Only."
Such information the online newspaper Naviny.by received from an unofficial source. They have failed to confirm the information officially. The office of Deputy Chairman of the Minsk Region Executive Committee Aliaxandar Zamzhitski reported to the newspaper’s journalist "they are not aware of such verification".
Recall, on September 17, an online resource "Belarusian partisan" published a photocopy of an order signed by Zamzhitski, stamped "for official use only." It is clear from the document that he has been adopted in accordance with the presidential decree of July 9, 2012 "On providing the State of Qatar with land for construction of residences and hunting enclosures". The document is also protected from prying eyes with a note ¹ 302-FOU about limited distribution.
Documents classified as "FOU", of course, have nothing to do with secret papers that have a direct relationship to state or official secrets, the disclosure of which end with a criminal sentence. The "for official use only" is placed on unclassified documents of public authorities, the restriction on the distribution of which is dictated by the so-called official necessity. However, there are certain rules of working with such kind of documents.
For example, they should not be in the open computer networks - it is forbidden. And not every clerk is allowed to touch them - one need to have a special form of access. At the Internet such documents can appear, at least, because of the negligence of employees that work with them. Which obviously has happened in Minsk Region Executive Committee.
There is no doubt that they will look for perpetrator(s). It is possible that due to the importance of the topic of this document, which refers to the decree of the president, it’s no doubt that the Office of Protection of State Secrets of the KGB will join the search of the leakage. Most likely, the source of the leak will be detected. Although additional details on a photocopy of the order - bottom left – are intentionally concealed (last name, telephone number, initials of the typist, the number of printed copies printed, and the date of printing of the document), but some traces remain.
