Scandalous video: Commission chair says turnout was 28.6% важная новость?

The chair of the election commission at a polling station in Minsk says the real voter turnout.

The video was taken by observers of Belarusian Christian Democracy party at the 594th polling station in Uskhodni constituency No. 107 in Minsk.

Starting from 1:14 the video shows the commission chair saying that 317 people voted  (including early voting and voting at home). It is 28.8% of 1109 registered voters (with 1150 ballot papers received by the station). The chair commission puts on the table a pack of more than 800 (as he says) unused ballot papers, bchd.info reports.

Later, the final report was stolen from the polling station and then found in the constituency commission with absolutely different figures. Turnout mysteriously rose to 50.9%.
