Such a conclusion can be drawn from a letter received by the applicants of a picket scheduled for October 10 that was expected to mark the World Day Against the Death Penalty.

Local human rights activists who filed the application for the mass event received two negative decisions. The first ban came on October 4 and was signed by the deputy chairman of the executive committee Viktar Mikhniuk.

The other decision was signed by the same V. Mikhniuk. It dealt with the same picket and was received on October 7. However, the letter was issued by the ideology department of Biaroza executive committee, which occupies a different building.

It should be clarified that none of the applicants petitioned the ideology department, so its involvement in the issue indicates to ideological, rather than legal grounds for banning the picket.
