The leader of UDAR party addressed the Ukrainians.

Vitali Klitschko warned the Ukrainian authorities that the responsibility for possible violence on Independence Square would lie with them and personally president Viktor Yanukovych. The leader of UDAR party made an appeal to the people of Ukraine.

The troops cordoned off the square. I'd like to emphasise again: If peaceful demonstrators are dispersed, if blood is shed, the responsibility for it will lie with the person who gave the criminal order and personally president of Ukraine Viktor Yanukovych, Vitali Klitschko said.

The politician called on Ukrainians not to be indifferent, come to the square and protect their right to live in a free country.

Not in the country, where a policeman can shut your mouth with a baton. Don't be indifferent. They cannot disperse us if many people come. All of us should say where, in what country we want to live. Maidan is not the territory. It is a venue, where we can say honestly that we want to live in a modern country with the right to live and speak freely, with human rights as the supreme value. Don't be indifferent, Vitali Klitschko said.

Kiev's centre was cordoned off by interior troops and riot police at 13:00 (local time) on December 9. Opposition politicians and demonstrators think it is preparations for a possible attack on the city hall occupied by anti-government protesters.
