As many as 79,000 Minsk residents do not have the employment status.

Regulatory acts do not have a definition for a “social parasite”, but employment professionals know who can be classified so, Interfax reports.

“According to our estimates, 79.600 people didn't have the employment status in 2013,” Tatsyana Kudzevich, deputy head of the committee of labour, employment and social protection at the Minsk city executive committee, says. “In other words, they didn't have a permanent job, but they were not registered as unemployed people. 38,800 are those looking for a job, but they are not registered as unemployed.”

The specialist says the category includes those looking for a job for a week or two.

“About 20,000 people, these are approximate data from the census and surveys, call themselves housewives,” the specialist says. “These are women who raise their children and run the house. 5,400 people can be classified as those who don't want to work. They can work, but they don't look for a job. Or they don't need to work. So, we want them to use the services of employment centres.”
