In Vitsebsk it is banned to take photos in the streets, especially group ones.

Pavel Liavinau, the civil right activist, wrote on his Facebook as soon as he got a reply on his appeal from the administration of the Railway City District.

The civil right activist decided to check the language of judicial decisions soon after a few Vitsebsk journalists and activists had been fined for a photo session on a background of urban graffiti, images with birds flying out of the cages. As far as the participants of the photo session were accused of unauthorized picket, Liavinau would like to see the reaction of the local authorities if someone applies to them for photo permission.

"In order to exclude any misunderstanding, I informed local authorities on the intention to make a group photo near the building closed for a reconstruction. For slow-witted civil servants I named a commemorative picture as the purpose for making a photo.

Aliksandr Ilmovich, the Deputy Head of Vitsebsk Administration, called group photographing in the city streets mass event and had it banned due to the absence of notorious contracts with police, doctors and street cleaners" he writes.

Pavel Liavinau wrote to the district administration that he wanted to take pictures with his friends near the buildings with the images of birds and cages in Illinskaha Str. Journalists Alena Stsiapanava, Dzmitry Kazakevich, Kanstantsin Mardvintsau and social activists of the Belarusian Christian Democracy Party, Tatstsiana Seviarynets and Alena Shabunia, were fined for the photos taken there. The Court also asked whether they had permission to take photo session, which was qualified as a mass event.
