The website of Charter has been blocked for the sixth day.

Belarusian authorities try to block access to Charter'97. I'd like to note that the plans to completely block us in Belarus have failed not without our help. Belarusian visitors can open our website with varied success. Some can open the site directly, some bypass blocking. Statistics shows that we are not blocked completely in Belarus. Some media outlets even hurried to say that the authorities stopped filtering traffic.

It is not so. To perplex life for the Operative and Analytical Centre, we offer a new technique to open the website despite the blockage.

Some Belarusian ISPs use two-stage filtering. Let's do something with it.

Use alternative DNS servers! There are a lot of possibilities, but we'd like to recommend you Google public DNS. The method also suits users outside Belarus. Our site can sometimes be unavailable outside Belarus due to peculiarities of our website security.

Note that some ISPs ban forbid their clients to use alternative DNS servers.

Why not change your ISP in this case?

To change DNS settings in Windows 7 and Windows 8, go to Network and Sharing Center. To do it, right click on the network icon in the right bottom corner:

Select Network and Sharing Center. This window will open:

Click Change adapter settings.

Right click on the connection you want to configure. Select Properties:

Select Internet Protocol Version 4 (TCP/IPv4) in the list of items and double left click on it. In the Properties window, select Use the following DNS server addresses and write 8.8.8.8 for Preferred DNS server and 8.8.4.4 for Alternative DNS server. Click OK.

This method can help get access to our website if the domain is blocked. Use previous instructions if the authorities continue blocking our IP addresses.
