A scandalous story about how Minsk traffic police officers earn on car owners has not ended.

Charter97.org recently wrote about a corruption scheme of the Minsk traffic police in the article “Another way traffic police make money on Minsk drivers”. Anatoli Bulavetski told the website about a similar scheme in Homel.

“I recently went to the traffic police office of the Homel regional police to replace the vehicle inspection certificate. They checked my documents and said I has to replace the registration certificate, because the unladen weight was not listed. I believed them. They filled the forms to replace the vehicle inspection certificate and the registration certificate and offered to pay 168,000 for everything, including computer services, which I didn't ask to render,” he writes.

The reader adds he later began to doubt whether it was necessary to replace the vehicle registration certificate.

“I called vehicle inspection officers and they said they didn't need to know the unladen weight for the inspection. They said only the gross weight was necessary. I returned to the window and said I didn't want to replace the registration certificate. The clerk showed her displeasure, gave me the form to replace the vehicle inspection certificate and explained it cost only 7,000 rubles. So, I save 161,000 rubles.

I filled the form myself, without the enforced computer services, and gave the clerk all required documents. But the clerk said with a grin that I had to replace the registration certificate, because it didn't contain information about the body type. I tried to explain that everything written in the certificate was written in this office by traffic officers in 2002. He answered he would accept my documents only with the application to replace the registration certificate and the established fee,” Anatoli continues.

He went to the registration department chief and asked under which law he had to replace the registration certificate issued in 2002.

“The chief answered there wasn't such a law. I asked why his subordinates want me to do that. He answered: 'I don't know. Return to the window, say him that I say he is wrong. He must accept the documents.” I did what he said, but the clerk again ordered to fill the form to replace the registration certificate. I went to his chief again. His reaction surprised me. He took my documents, filled the form and offered to go and take my new certificate.

Maybe my conclusion is not right, but I think traffic police officers were given instructions to impose as many services as they can. It explains the behaviour of the clerk. He was fulfilling his chief's orders and didn't fear anything. The chief did so because his subordinate was fulfilling his own order, so he didn't have the right to punish him,” Anatoli said.
