David Kramer: Putin will retreat when West shows military solidarity with Ukraine

The US authorities should have supplied lethal weapons to Ukraine.

The statement was made by David Kramer, the president of Freedom House and former United States Assistant Secretary of State for Democracy, Human Rights, and Labor, during his visit to Kyiv, UNIAN reports.

No doubts that President Barack Obama oppose the deliveries of lethal weapons, which is a mistake, Kramer says. He thinks the US should supply weapons to Ukraine so that it can defend itself.

He expressed the hope that the Congress's support for providing lethal weapons could persuade the White House to change its mind. In his view, the US can return to the issue of supporting Ukraine no sooner than in November or December.

The elections for the House of Representatives and the Senate will be held in November, so the Congress will be on holidays and won't be able to hold meetings until the end of the elections, he explained.

The Freedom House president thinks if the bill on providing $350mn military aid to Ukraine is adopted, Barack Obama will scarcely veto it.

He also noted that the assistance should have been provided before.

If NATO, the West and the US had showed more military solidarity with Ukraine, it's most likely that Vladimir Putin would have retreated, the expert thinks.

He added that Putin tested weakness and opportunities, but retreated in the face of weapons. According to him, the West's problem is that it too often showed Putin what it would not do.

We should have made him think what we would do, but we were saying we would not deliver lethal weapons, David Kramer said, adding that the West explained all restrictions too clearly.
