Belarus introduces back-dated 1.5% tax on communication services

Communications Operators are obliged to pay 1.5% of revenue to an off-budget fund.

Lukashenka's Decree No. 130 of March 19 subjects users of communication services to 1.5% tax to form the off-budget fund for universal service of the Ministry of Communications and Informatization, AFN reports.

"In order to further development in the Republic of Belarus in the field of communications, informatization, information technology and universal communication services", the preamble to the document says.

"The revenues of a government off-budget fund of universal service of the Ministry of Communications and Informatization are formed by payments of communication operators in the amount of 1.5% of revenues from rendering of communication services," the Provision on a procedure of formation and use of the mentioned fund says.

According to the Decree, contributions in the amount of 1.5% are included in the cost of communication services and thus provide an additional tax, which, like the VAT, is paid by a consumer.

"Operators include contributions to a government off-budget fund of universal service of the Ministry of Communications and Informatization as the cost of production and sale of goods (services) included in taxation", the document says.

And, as usual, the highlight of the Decree is its back-dated adoption - 1.5% tax on communications services has been introduced since January 1, 2015.

JLLC Belarussian Cloud Technologies and RUE National Traffic Exchange Center are not subject to taxation (contributions) until 2021.
