Citizens to be fined for complaints

Amendments to the Law on Public Appeals are being prepared in Belarus.

It was said on air of ONT channel by a “deputy” of the “chamber of representatives” Natalya Kuchynskaya.

“Now we are working on amendments to the Law on Public Appeals. We are preparing them for the second reading, and it would be possible not only put pressure on professional litigants and quarrelers, but punish them by fines,” the “deputy” said.

Besides, much attention was paid by the TV journalists to Alyaksandr Lukashenka’s decree as of March 23 about amending the Directive №2 On Red Tape Reduction.

Officials also want to shield themselves from appeals in a digital form. There is a plan to make some changes in the Law on Public Appeals, and they are to be applied also to electronic appeals to representatives of state authorities. Thus, the main change is that it would be forbidden to write appeals by e-mail. Responsibility for numerous and unjustified appeals to a state servant is to be specified as well. A person could be charged expenses for asking an official the same question unreasonably several times.
