Brest residents are banned to protest against slavery Decree No. 3.

Local activists of Social Democratic Party planned to hold a rally on May 1 in defense of social and economic rights under the slogan "State does not fulfill obligations to its own people", HRC Viasna informs.

Application has been filed in accordance with provisions of the Constitution of the Republic of Belarus, the law "On Mass Events in the Republic of Belarus", international Covenant "On Civil and Political Rights."

"There we intended to protest against Decree No.3 "On Prevention of Social Dependency" and to demand its abolition", Ihar Maslouski, Chairman of Brest regional BSD Party.

The fact that the participants of a mass event intended to pass by in less than 50 meters from education, health care and power institutions became the formal ground for refusal to hold the demonstration.

"There are no such places in the city center specified by requirements, but, however, it does not prevent Russian bikers from following their route, though their actions are also subject to "mass events", Ihar Maslouski notes.

In 2014 the City Executive Committee prohibited democratic activists to hold a May Day demonstration. "Permission for Brest regional Trade Unions to hold mass event on May 1 on a similar route" became the ground for refusal.

For the past 15 years a May Day demonstration was allowed only in 2013 in Brest.
