400 thousand Belarusians will be enlisted as "citizens who does not participate in the financing of state expenditures".

"Black lists" will be made up and transferred to tax-collectors by July 1, 2016. Halina Hurynovich, Deputy Chief of the MTD Inspectorate of Minsk, said it on May 14, BelaPAN reports.

She says the order of state bodies’ interaction, required to participate in drawing up lists, is being defined. They will be presented to tax collectors by July 1, 2016.

Halina Hurynovich noted that the tax inspection had an automated system to analyze the main legal income and expenditures of every person. This information will provide grounds to conclude whether he works, and purchased expensive goods. If expenses significantly exceed his income, he will be registered for further inspection.

It should be reminded that the Lukashenka's Decree No.3 "On Prevention of Social Dependency " from April 2, 2015 obliges citizens of Belarus, residents from foreign countries and stateless persons who do not participate in the financing of government spending or participating in such financing less than 183 days in the past year, on payment of a charge equivalent to 20 basic units (Br3.6 million).

According to experts, today there are about 400 thousand people, who can be considered "social dependents".

The Decree caused controversy in society and sharp criticism of independent experts, who called it "a classic example of the use of forced labor".
