Tax authorities obsessed by "those living beyond their income"

Tax authorities obsessed by "those living beyond their income"

Tax authorities will use information about credits to identify those who live beyond their income.

Sviatlana Shauchenka, Deputy Head of Taxation of Natural Persons of the Ministry of Taxes and Duties, told BelTA.

Information from credit histories will be used to identify individuals with no official income, but who get credits for expensive property, apartments, houses, land, and means of transport.

"They get a credit and redeem it. There is a question - how do they do it? A person has never worked and has no official sources of revenue", Sviatlana Shauchenka said.

Tax authorities had information about income and property of citizens, they could compare their income and expenditures using the automated system. Control activities are held on the basis of these data. The National Bank will provide tax inspectors with additional information.

"There are citizens with minimal income, but they acquire expensive property by means of credits and have them redeemed. It is natural that they are subject to monitoring activities", the representative of the MTD pointed out.

The citizens who take a credit for several days and immediately redeem it will also attract attention of tax authorities. There were attempts to legalize gray incomes this way in Belarus.

Sviatlana Shauchanka says these innovations intend to more effectively identify unregistered entrepreneurs, and those who evade taxes. Honest taxpayers have nothing to worry about, she said. "There is a law on declaration of incomes and property of natural persons. It specifies what property and income are subject to mandatory declaration. If a citizen is legally paid, works under civil law contracts might have had income from abroad in the form of dividends and have supporting documents, then there is nothing to worry about. He will confirm legal sources and explain from where he got means for property" , The representative of the MTD explained.

In the first quarter of 2015 the tax authorities identified more than 1.5 thousand violators of income and property declarations. As a result, the budget additionally received more than Br10 billion.

As it was reported earlier, Belarus approved a general list of information constituting bank secrecy of natural persons, which may be submitted by banks, non-bank financial institutions to tax authorities. These data include information about credit history, sale of foreign currency, payment documents in foreign currency for Belarusian rubles.
