Leanid Kulakou files complaint about confinement conditions in temporary detention centre of Minsk region
Leanid Kulakou

Leanid Kulakou, an activist of European Belarus civil campaign, is serving his 7-day term in custody for expressing solidarity with political prisoner Yury Rubtsou.

He voluntary came to the temporary detention centre of the Minsk region in Skaryna Street on July 29 to serve a term in custody as a sign of solidarity with Yury Rubsou, who marked his birthday on that day, Viasna human rights centre reports.

Activists of European Belarus civil campaign Maksim Viniarski, Siarhei Makoits and Leanid Kulakou were detained in Minsk on June 19 for hanging out a banner “Freedom for Rubtsou”. The three activists spent the weekend in the temporary detention centre. On June 22, the Minsk district court sentenced Viniarski to 10 days in custody, Makoits to 5 days in custody for “violating the rules of organising or holding mass events”.

The hearing of Kulakou's case, who wasn't directly involved in hanging out the banner, was postponed until June 23 after his lawyer had filed a motion to summon witnesses to the court. Kulakou was found guilty of holding an unsanctioned picket and sentenced to 10 days in custody.

Leanid Kulakou appealed against the court decision. The appeal was heard by the Minsk regional court on July 17. The judge upheld the decision of the Minsk district court of June 23.

The activist shared a cell with a HIV-positive inmate for three days, who wasn't asked about medical documents during the admission.

Leanid Kulakou submitted a complaint about confinement conditions. An officer of a prosecutor's office visited and questioned the activist on July 3. It remains unknown how the prosecutor's office will react to the complaint after a check.
