The economist has commented upon "the latest initiative" of the Minister of Labour and Social Protection Marjana Shchotkina.

The Ministry of Labour and Social Protection has prepared a draft decree providing for changes in the payment system of the labour of the public sector employees. According to the Minister of Labour and Social Protection Marjana Shchotkina, it is suggested to change the very approach to the formation of the wages amounts.

– That is, to set up a certain salary, and to authorize the superiors to distribute all sorts of stimulating bonuses, – the Minister has explained.

– On the one hand, it can stimulate an employee to work more qualitatively. On the other hand – we have different bosses, and the consequences for workers can be unpredictable, – Doctor of Economic Sciences Barys Zhaliba has commented upon the initiative to Solidarity.

– Some leaders are conscious and listen to their employees opinions. Others, on the contrary, dislike it when their subordinates have independent opinions, defend their positions. Moreover, in our country we have an authoritarian style of leadership implanted from the above. So, such boss may start cutting off every possible opportunity for workers. The budget employees may find themselves in, let us say, slavish dependence.

Barys Zhaliba also notes that possible changes can be used to save on public sector payments.

– The logic can be as follows: in the economic situation is bad, then you need to save on costs, for example, on the wages, – the expert does not exclude. – However, I think we have more serious problems to solve than the things Shchotkina deals with.

"If a person does not work properly, there are other means of influence on them"

Chairman of the Free Trade Union of Metallurgists Aliaksandr Bukhvostau does not welcome the initiative of the Ministry of Labor either.

– It seems just milling the wind, it will not drastically affect the wages of the budget employees, – Bukhvostau has said.

– If the bosses are authorized to decide on bonuses, their payment would be very subjective. The employees who are on good terms with the boss will be paid. The people, on the contrary, need to be granted a good level of wages, so that they feel confident. And if a person does not work well, there are other means of influence on them
