Will Lukashenka manage to get out of the trap he locked himself in?

On Thursday, Aliaksandr Lukashenka demanded his administration should “drastically change the style of work and establish more effective work with the personnel”.

— I will put into practice (and you should take it under control) hearing the head of the administration on a quarterly basis – he will come to me and report some new ideas, — Lukashenka stated, addressing to Head of his administration Aliaksandr Kosinets.

According to Lukashenka, “these ideas should be down-to-earth, uncombed, real”.

CEO of the project “Price for Government” Uladzimir Kavalkin is convinced that Lukashenka has been unable to generate any ideas of how to survive the crisis himself for the last two years, Your Country’s Tomorrow writes.

— Apparently, Lukashenka’s administration doesn’t have any ideas either. This is a heart outcry: just give anything! The economy is deteriorating; the government can do nothing, but tries to slow down the deterioration a little. The old system no longer works, the old social contracts have been terminated by the state on a unilateral basis, and there are no new ideas. It can’t go on like this forever, the society will set the question sooner or later, like, why do we need a president who is hiding from problems? That is why the state leader needed new brilliant ideas – to pretend they were his later on. This is the basic message, — the expert thinks.

Ulazdimir Kavalkin believes Lukashenka’s key problem is that he picks loyal people to his team, instead of professionals.

— It is vital to change the very principle of selection of personnel and promotion of staff for the top public administration. It is necessary to choose professional, interesting, bright people and provide them an opportunity to speak up and act, — the expert thinks. — Meanwhile, today’s top-ranked officials are loyal, high-disciplined people who can follow any order. They wait for the commands from the above.

The expert thinks the issue may be solved by changing the personnel policy, but the political system requires changing, too, to achieve the goal.

— This is the dilemma Lukashenka is facing now, and he has no idea what to do. He has trapped himself. The only option which is left for Lukashenka is to find advisors and assistants like Kiryl Rudy — open-minded, creative, and ready for extraordinary moves. For this, he will need to replace 40-50% of the top state officials or listen to advisors, if he finds such people. Otherwise, the system will reproduce itself. There are no other options, — the expert summarizes.
