Sole Traders Have To Be “Strangled”, But Not To The End

Today the Belarusian governor has spoken again about sole traders, who are protesting against his decrees.

Lukashenka took part in the extended meeting of the Investigative Committee board.

“Excessive zeal won’t do any good here, it can do worse – the governor said. The most important thing is the economy. We should not strangle sole traders, who feed the country, for the sake of some indicators, or even headline-making cases.”

At the same time Lukashenka stressed that he was against the suspension of inspections. “Recently, I have been often inclined to issue a decree on suspension of inspections, - he noted. – I say: we inspected and we will inspect!”

According to the dictator, such a decision would create unequal conditions for the functioning of the various entities.

“We have taken all the measures to ensure that an inspector, walking along the street, has no right to go inside a stall, and, according to his will, start checking it and turning it upside down. This is unacceptable, it is impossible so long as he has no written order from his authority. If there isn’t one, don’t let him in. But if his authority gives an order, then he will account for that, it will be checked. If there is some operation information – go, if you do not have it – do not go,” – Lukashenka stressed.

“So what does it mean: to forbid? There is information that yesterday you started your own business and committed an offense – they’ll come and check you up. What does it amount to when you are not checked for three years after the opening? Well, then we will have companies which work for 2.5 years, then liquidate, go to re-register and do whatever they want again. It may happen. This is why everyone should be on an equal footing,” – Lukashenka underlined.

He emphasized that today one of the major issues for the Investigative Committee and law enforcement unit as a whole should be the assurance of the safety of financial and material resources.

This should be taken into account in the work of all law enforcement agencies. Lukashenka believes that the basic conditions should be focused on the identification and suppression of crime, undermining the foundations of the functioning of the Belarusian economy, and the maximum compensation for caused damage.

The dictator drew particular attention to preventive measures in cases of economic crimes. According to him, law enforcement officers have enough of such measures: bails, home arrests, guaranties.

“I cannot recommend you here, but try to detain and lock up less, if it is possible, – the governor said. - But it must be borne in mind that it often happens with us: today we release someone under home arrest or let him out on bail and tomorrow we're looking for him worldwide.”
