Poroshenko Calls Minsk Agreements’ Implementation “Horrible”

It is impossible to ensure the implementation of the Minsk agreements only with Ukrainian unilateral actions.

This was stated by president of Ukraine Petro Poroshenko at the meeting with German Chancellor Angela Merkel on February 1.

“Insecurity remains the key stumbling block to reconciliation. The cease-fire cannot be partial. It either does take place or it does not. And I regret to say that now it does not. People continue to die on the front lines, both military and civilian,” – Poroshenko is quoted by his press service.

“Russian militants clearly demonstrate their interest in peace and stability in Donbas – the Ukrainian leader said. – Russia considers the conflict in Donbass to be an instrument of further destabilization of Ukraine. There are no expectations neither in the Ukrainian society, nor in the Ukrainian parliament that our next unilateral actions are to become reciprocal in such conditions and circumstances.”

“My message is clear: it’s horrible that a year and a half after signing the Minsk Agreement, we still face serious security problems in Donbas, which have to be solved in the first place” – the president said.

He noted that the number of attacks had increased since the middle of November 2015, there were 1,200 bombardments in January. The militants supported by Russia used heavy weapons repeatedly, which was completely forbidden by the Minsk agreements, and they violated the agreements as they hadn’t withdrawn cumbersome armour, but used it actively instead,” – Poroshenko said.

He noted that the special monitoring mission of the OSCE, whose task was to monitor compliance with fire and withdrawal of weapons, faced a permanent ban on its activities in the territories controlled by the rebels. Observers “were often restricted in checking places where cumbersome armour was stored or where it had been noticed.” The Mission ”was not allowed to attend the uncontrolled part of the Russian-Ukrainian border”, because Russia “continued to deliver troops, cumbersome armour and ammunition across the border in Donbas, and did not wish that illegal activity to be witnessed.”
