None of 11 major targets of the past 5-year plan for the socio-economic development of Belarus was fulfilled.

The plan for 2016-2020 proves it.

BelaPAN has managed to explore the document, which provides with results of the most important indicators of the previous program adopted for 2011-2016.

In particular, it intended to increase the GDP by 62-68%, however, it increased only by %5.9.

Over 5 years the indicator of the industry sphere rose by 4.6% instead of 54-60%, labour capacity rose by 10.7% instead of 63-68%.

The fulfillment of eight other objectives also failed: growth in exports, capital investments, housing, real income of the population. The real income of the population rose only by 32.7%, although it was subject to increase by 70-76%.

Meanwhile, the draft program for 2016-2020 implies competitive growth of the economy and economic growth exceeding average rates in the world. It is expected that the GDP growth will be equal to 3.5% (Russia - 2.8%, the EU- 2%) in 2020.

The draft program includes the increase of oil prices up to $65 per barrel (now it is traded at $42 per barrel) in 2020.

According to experts, the task on the GDP growth, which the government wants to adopt, is of ideological character.

"The objective aimed at the GDP growth is an immortal fetish of the Belarusian system of government, economist Anton Boltochko says. - This is the same obligatory indicator at the government's level. It is easier to explain plans operating with certain figures."

The expert believes that most of public servants understand it. "There are few people, who believe in compliance with the plan after constant failures. At the level of local public servants the objective will be regarded as an ideological one, which barely complies with the reality," the economist noted.
