Belarusian individual entrepreneurs (IEs) tell how Decree No.222 acts.

On June 22 Homel entrepreneur who committed suicide was buried. On the eve of the accident she was seized 85 units because of no unloading date in documents. On the day of the funeral, an entrepreneur should have been brought to the court.

Journalists asked Minsk IEs whether it was "easy" to become a violator, Euroradio reports.

"If there is no date on consignment note, then you have no documents at all. Any complication in documents equals to work with no documentation," Eugenia from Zerkalo shopping centre says. - They usually hold a surprise inspection and then check the bill - this is the very start. The matter is that they can find a mere mistake: no data, no signature, the way of loading is not specified. There are so many nuances! All the documentation comes as for companies, rather than for small IEs. If there are trading points, then an IE would hire an accountant. Perhaps he will do everything right, but it gives no guarantee. And it is impossible to guarantee something, if there's only one trading point."

Entrepreneurs are shocked by the death of their colleague:

"85 units. Let's say the purchase equals to $30. $2.5 thousand. This is enough," Eugenia says. She used to trade with her daughter. Now she is the one who runs the business:

"I've sold a dress and have some money to buy necessary things. Now I get the salary, and do not think about business development."

Biggz, Zerkalo and Uruccha shopping centres are almost empty. Everyone is waiting on July 1, when the moratorium on inspections under Decree No. 222 ends. It has been introduced to let entrepreneurs to adjust themselves to certificates. Although inspections are carried out, but they are of "random" nature.

According to Eugenia, as soon as mass inspections and seizures start, she will not work. It is better to stay at home, there is no money to pay fine.

According to journalists' data, Pulse and Biggz have had no inspections recently.

"All people I know are working with documents. Now all supervisory bodies have a single computer system, Valyantsina explains. - It is easier to track who does not pay VAT and does not make certificates."

According to entrepreneurs, "quiet conditions" do not touch upon Zhdanvichy, Lyabyazhy and Expobel markets. Rumor has it that active tax inspections are carried out there.
