Only the good will of the officials is needed to secure transparency of votes counting, but they are unlikely to do with a good grace.

The recently published CEC methodological instructions to the precinct commissions have confirmed once again that the “elections”-2016 will bring no significant changes, organizers of the observation campaign “Right To Choose-2016” have told to charter97.org.

“Right To Choose-2016” states: the open counting of votes is the process when members of an elections commission demonstrate every ballot to observers and other members of this commission. The contents of the ballot is disclaimed out loud, the observers see which candidate has the tick mark and the ballots are placed in piles for corresponding candidates,” - underlined in the statement. No such norms are reflected in the methodological instructions, as for all the rest, the “Right To Choose” campaign underlines, it is sham.

“Lidziya Yarmoshyna likes to say that democratization of the electoral process demands changing of laws and even the Constitution. Transparency of votes counting requires nothing of the kind. It only requires the good will of the officials,” - the observers’ statement says.

The “Right To Choose” campaign consists of 8 democratic organizations: the UCP, the BPF party, the Belarusian Social Democratic Party (Assembly), the movement “For Freedom”, the steering committee for creating the party “Belarusian Christian Democracy”, the Independent Trade Union of Radio-Electronic Industry, the Green Party and the steering committee for creating the Freedom and Progress Party.
