Shapira: No Money For Subsidized Housing
Siamion Shapira

$360 billion are needed for preferential loans in Minsk region, while the authorities have only 60.

The “governor” of Minsk region Siamion Shapira has held another telephone hot line with dwellers of the region, BelTA reports.

The majority of questions from citizens concerned real estate.

For example, roads, allotting land for farming enterprises, gas infrastructure development in inhabited localities. People who have a right to receive preferential loans for housing construction (often families with many children) complained that difficulties to receive such loans exist.

About Preferential Loans

The “governor” told citizens that this year preferential loans are to be limited. More than Br60 billion have been allocated, while there is a demand for at least Br360. And the money is given in the first place for those who are close to the end of construction.

About Roads And Gasification

Several applicants were offered to have a look at articles in regional newspapers, which concern the order of priority in reconditioning of roads, traffic area and gas infrastructure development. Siamion Shapira attracted attention of citizens to the fact that he is not an adherent of changing this order of priority. However, the leader of the region said that citizens could offer substantiated proposals to local government authorities in case they disagree with such long-term plans, however, a certain work should be done for that, including visits to construction sites.

About Land Lots For Farmer Businesses

Shaping of land funds for giving them to peasant (farmer) enterprises is being finished in every district of Minsk.

“It has been ordered not only to shape lots which could be offered for farmer enterprises, but also for people who have experience in entrepreneurial activities. Production of organic food could be organized there, or rural tourism could be developed there,” – Siamion Shapira noted.

According to some estimates, the fund of lands dedicated for this purpose and located in different parts of the region, totals up to 10.5 thousand hectares. The head of the Central region assures that those concerned will be allocated land lots for rent for not less than 49 years in strict accordance with the law.

“However, it doesn’t mean that these land lots will be seized back in the future,” – Siamion Shapira stressed. He said that the land lots in the question need attention. One should put some efforts to cultivate them. At the same time, the state is already spending money on their cultivation, in particular, on removal of unnecessary vegetation and stones, plowing, etc.

The Chairman of the Minsk Regional Executive Committee reminded that not only farmers, but also organizations of various forms of ownership can be deprived of the land lots in case of inefficient or improper use. As for the land lots, which may be provided for farming and agro-tourism, the lists of such land lots are available to those concerned in the regional executive committees.
