The new Code on Culture seems a tool for the authorities to try to govern the spheres which can do perfectly well without any directions from the above.

On July 25, Lukashenka signed the Code on Culture for the very first time in the history of the country. It is based on the existing legal norms and prescribes elaboration of the single mechanism of regulating relations in the sphere of culture. It became known when discussing the Code in the “parliament”, that the document prescribes prohibition to use alcoholic beverages and beer at disco dancings and concerts. Moreover, it bans coming to the clubs and concerts under the influence. There is no information whether these points were eliminated from the draft bill upon consideration.

The Code also determines the order of obtaining the status of a creative specialist. It will be confirmed by a professional cetrificate, issued by an expert commission of the Ministry of Culture.

Famous Belarusian director Andrei Kureichyk has told charter97.org what will change in the lives of Belarusian artists after this new “artwork” of the authorities comes into force.

– What we see is the return to the Soviet times, as the authorities are trying to govern the spheres which can do perfectly well without any directions from the above. I don’t think creative personalities will become any less creative if they fail to obtain an official status of a creative specialist. As for the prohibition of alcohol during concerts: people drink beer at concerts and performances of the bands all over the world, and everything seems good, everybody’s happy. It’s just our country which decided to struggle against this. I am convinced that the less the state interferes in art, the better results it gives, the better it lives. An attempt to regulate everything will lead to the revival of the socialist realism by the authorities. They will kill the vivid, real, true art. I don’t quite understand the motivation of the officials who worked on this Code. I suppose they are just faking activity by printing out various decrees, laws, codes, resolutions. If you want to help art – just give money. Support young talents, set up awards, contents so that people could express their talents, create favourable conditions for business, introduce tax preferences for sponsors – you will be thanked for this. But not for the bureaucracy, which only hinders the development of art,” – Andrei Kureichyk believes.
