Lukashenka’s Military Doctrine Entered Into Force

The fear of popular uprisings, such as the Dignity Revolution in Ukraine, is reflected in the new Military Doctrine of Belarus.

On 26 July, the law “Concerning the approval of the Military Doctrine of the Republic of Belarus” of 20 July 2016 which was signed by Lukashenka, was officially published on the National Legal Internet Portal. Its Article 4 provides that it enters into force after its official publication.

BelaPAN reports that the new Military Doctrine was passed by the “house of representatives of the Belarusian National Assembly” on 16 June 2016, 95 “parliamentarians” voted for the adoption of the bill. The “council of the republic” approved the doctrine on June 30.

The new doctrine takes into account such things as hybrid warfare and a color revolution. Former Defense Minister Pavel Kazlouski said that there had not been such goals to war on the internal opposition before. The “internal” threat is a “know-how” of the current government.

According to its drafters, the New Doctrine proceeds from the changes in the military-political situation in the world, the nature of warfare and the modern trends of development of the Belarusian state.
