Network Of Petrol Stations Associated With Belarusian Businessmen Seized In Ukraine

The Pecherskiy district court of Kyiv seized 20 petrol stations, which worked under the brand name “Narodna”, and one oil base.

This is stated in the corresponding court decision, published in the unified national register, informs ej.by with a reference to Olinews.

Earlier, this network was associated with Belarusian businessman Siarhei Fiatkovich. Today, a corporate war has started for it, and another Belarusian citizen Uladzimir Karpenka participates thereof.

The seizure was executed in the framework of the investigation of criminal conversion of the property of another and fraud of extremely large scale. It is stated in the court decision that the information about the property right of the company TRI Management (Latvia) for these objects was removed from the state register of the real property titles in 2016. The removal of the records took place on April 26, and on July 11, 18 and 22. Herein, the TRI Management conducted no operations with this property.

The investigation also came to the conclusion that, due to the input of false information into the state register, illegal transfer of proprietorship for the objects from the TRI Management to Ukrainian citizen Ruslan Pelekh took place.

On July 15, the county administrative court of Kyiv accepted in its proceedings the lawsuit of the TRI Management on acknowledgement the inactivity improper, and obligation to conduct the action, in accordance to which the state enterprise “National Informational Systems” would appear a defendant, as a technical administrator of the register. The court session is appointed on October 10.

On August 3, county administrative court of Kyiv accepted in its proceedings the lawsuits of the TRI Management on acknowledgement the actions improper and on abolishment of decisions on opening the departments, with regard to which private public notaries of the Kyiv City Notary District Lyudmila Holiy and Olha Havrilova act as defendants, as they created clones of the three petrol stations which belong to the TRI Management and are located in Kyiv. The court session is appointed on October 3.

CEO of the TRI Management Arnold Babris has said the following in an interview : “This is the victory of our lawyers, which will not let the raiders from “Narodna”, headed by Uladzimir Karpenka, rewrite our property on somebody else. Now, in the framework of the criminal proceedings, we will restore the information of the real property titles database, which states the Latvian company remains the owner of the petrol stations network.”

Previously, the TRI Management claimed there was falsification of the data regarding 12 petrol stations in Ukraine in the state register of the real property titles. Arnold Babris told then that the company cannot reinstate control over all its petrol stations due to the legal mayhem, steered by the management of the network “Narodna”, headed by Uladzimir Karpenka.

“The EUR 15 million loan was “successfully” spent by “Narodna”. 19 petrol stations and two oil bases were the security of the loan. When the loan was no longer served and the amount of debt reached EUR 20 million, the bank realized that it was obviously, as they say, “set up”. Having registered collateralized property as corporeal possession, they realized that it would be problematic to become a real owner, " – Babris said, adding that this property was sold to the TRI Management later.

Also, the network of petrol stations “Mango”, which rented some stations from the TRI Management, recently announced that the petrol stations, located in the Transcarpathian and Cherkasy regions, had been captured by the structures of the company “Narodna”, and the fuel which belonged to “Mango” had been illegally sold at these stations.
