Tax Authorities Outbrazen And Hide Behind Lukashenka's Back, Entrepreneur Says

Tax inspectors extorted a bribe from the director of the Vitebsk company and brought him to bankruptcy.

One of Vitebsk companies, OOO Eurasia Project, had a planned inspection of the tax authorities of the Kastrychnitski district of Vitebsk.

There was one incorrect invoice, it caused seizure of 120 packs of laminated flooring (the company engaged in sales of construction materials), which became the property of the state.

However, this is not the end of the story. According to the director of Eurasia Project Siarhei Akulich, an inspector extorted a bribe in the form of 200 packs of laminated flooring. In that case, the tax inspection would let the company go in peace.

However, Siarhei did not agree and addressed to the Inspectorate of the Ministry of Taxes and Duties of the Vitebsk region. The complaint was oral, then the head promised him to tackle the problem and asked to keep it in secret. After that those people were suspended from inspection in the Siarhei's company. Inspector of the regional tax inspectorate was sent to the Eurasia Project. As a result, the firm became bankrupt ....

A large quantity of goods was seized; the official version is the lack of conformity of the goods and the surplus at a warehouse.

"When we moved to a new warehouse, an internal transportation note was issued. The failure of a computer program caused a mistake in papers: only a part of laminated flooring was documented. It played into the hands of the Inspection, which had not taken into account any previous invoices. We informed about the error and printed goods flow for each position starting from the very beginning and not referring to the internal invoice, but the inspector said that it did not make a difference," the entrepreneur informed Vitebskij Kurier.

Siarhei Akulich twice addressed to the Inspection in a written form to investigate thoroughly the movement of goods. But he got only formal replies.

There were two hearings: in the Economic Court of Vitsebsk and the Supreme Court without the participation of Siarhei. The reason is simple: he was informed on the eve of the hearing. He got a refusal to his request to postpone the hearing. The decision remained unchanged. The documents were not returned to the director.

We hoped that the Economic Court of Vitsebsk would probe deep into the matter, when the judge said that putting our wrong transportation invoices to the side, numbers still did not match, it became clear that he did not labour the subject.

"The hearing in the Supreme Court was held in our absence, they did not even want to hand the decision in. After all, I still want to seek justice and the truth. Why can a boss of an inspector authorize him to do whatever he wants? How is it possible to adjust already signed up inventory list? Why can't we have our documentation back after all these hearings?," the entrepreneur wonders.

After a while, the director found out that his seized laminated flooring was sold in Russia at a price twice less than the procurement one. At the same time it was told that it was confiscated goods from Belarus, Vitsebsk, and more materials they could find in our city, if necessary. Actually, thanks to those buyers Siarhei learned about the trade in Russia.

"During the inspection seized goods equaled to 400 million rubles, but if we had two containers of laminated flooring, which we expected in the end of 2015, the budget would have received about 200 millions only in the form of customs duties and import VAT.

After our bankruptcy the Russian founder, our company depends on, refused to work in Belarus - it means absence of new payments to the budget.

Plus we gave up advertising, our website and many other services, which also affect the budget replenishment. Many people leave for Russia and work for Russian budget. Is this right?," the entrepreneur says.

Despite numerous Siarhei's appeals to the tax authorities, the fact of extortion of bribes was not confirmed. There is no video- or audio evidence, then it turns out that non-extortion of a bribe is not confirmed as well.

"During the inspection tax inspectors outbrazen and say that we roll in clover and should be punished by any means. If you observe upon their behavior they say to address Lukashenka. I believe this is wrong to hide behind it", the entrepreneur says.

Such nerves do not make any good to anyone. All these troubles caused miscarriage.

"When, after all the troubles at work you know about your wife's pregnancy, it seems that things are not so bad. But when we lost our child I ran out of patience. Not everyone can imagine what I feel inside. I intend to seek the truth and justice, which, I'm sure, sooner or later, will still be restored", the entrepreneur says.
