Ihar Kirin filed a claim with the Central Election Commission on September 12.

In his claim, the observer from the RHRPA “Belarusian Helsinki Committee” wrote that he witnessed facts of gross violations of the procedure for vote counting at the Hlusk polling station № 2 on September 11, 2016, the Human Rights Center “Viasna” reports.

The members of the precinct commission excluded any possibility to observe the counting of votes by pushing the observers 10 meters away from the table and by shutting in the view on it with their backs. The chairman of the commission Vasil Berazouski did not react to the request to provide an open view on the table for the observers in accordance with the recommendations of the CEC.

Thus, it turns out that the precinct commission of the Hlusk polling station №2 has completely ignored the recommendations of the Central Election Commission.

The final results protocol states that the number of voters who took part in the vote on the place of residence, is 556 people. This figure differs from the one voiced by the chairman of the precinct commission Vasil Berazouski during the counting of the ballots (472).

If you calculate the time, which the commission members Andrei Mazaleuski and Sviatlana Basiakova spent on the visits (5 of 23 min.), it turns out that the members of the visiting group were spending an average of 35 to 41 seconds per voter. And this does not include time on the departure-arrival, and they carried the ballot box to the visits four times.

In the claim Kirin describes a number of other gross violations by the members of the Hlusk precinct commission №2.

Kirin requests to annul the results of voting at the Hlusk polling station №2 due to the obvious and gross violations of the requirements of openness and transparency in the counting of votes, provided for the Electoral Code.

The observer demands to bring to justice those responsible for the forgery of “election” documents and deliberately wrong counting of votes.
