"We won`t let foreign aid in the country to subvert out constitutional order," - declared chief of the Department for humanitarian aid of the Administration Viktor Kuchinsky during the presentation ceremony of a decree#8, held April 13 in the Ministry of foreign affairs in presence of all foreign diplomats and OSCE AMG head Hans-Georg Wieck.
Czech human rights advocate Mikhal Plavets was deported today from Belarus. The office of the Czech human rights NGO "People in Need", which Plavets represented, was sealed up by police this very morning. A few hours later Plavets was placed aboard flight for the Czech Republic and within minutes the aircraft went airborne.
During the April 6 round-table in Geneva, held under the auspices of the UN Commission of human rights, three prominent human rights activists from Belarus, Cuba and Sudan were given the floor. These were accordingly Vladimir Kudinov, Michael Perry and Yan Bubenik. The meeting was chaired by Sichan Siv, member of the US public delegation, who used to go through concentration camps in Cambodia until he fled from there as fugitive. He characterized the talk participants the following way: "Three individuals with tough life stories, which they`d like to share with us that are gathered here. Stories of human anguish and brutality."
Vladimir Zametalin accused Alexander Lukashenko of using "shameful methods" in election race. V.Zametalin declared that "Belarusian well-known human rights defender Lukashenko, seeking to get hold of the throne, doesn`t scruple to use the dirtiest of means: unmasked deceit, rumors and other allegations, which so easily lead astray poor electorate."
KGB chair Leonid Erin commented to the radio "Svaboda" correspondent the latest statements, voiced by Lukashenko, about foreign intelligence and "14 thousand guerillas": "I want you to know that everything the president said is an absolute truth. And judging from our angle this is a real recruitment," - he declared.
Deputy BPF "Adradzenne" movement and BPF party chair Vyacheslav Sivchik was detained on April 11. He was arrested on his way out of the Minsk city hall by the deputy chair of the Central police station Barsukov. The official explained this arrest by Sivchik`s active part in the March 25 rally and summoned him to the Central police station later.
The Cabinet of Ministers ruled that from June 1 one would be required to obtain a special license or permission to carry out activities of the People`s university, classes, lectures, national cultural centers and other forms of non-state means of enlightenment. This decision is designed to target the most powerful, well-organized structures, whose efforts are solely aimed at enlightening the population. The consequences of the ruling are commented upon by the rector of the People`s university Andrei Sannikov:
Local officials are electing delegates to participate in the second ever All-Belarusian People`s Assembly. Second World War veteran Mikhail Goncharov, one of those in charge of electing, told BelaPAN correspondent: "I was assigned an important task - to include in the list of all delegates of the All-Belarusian Assembly the country`s president Alexander Lukashenko."
After the continued failure of the "AOT Mostodrev" plant officials to pay out the workers` February wages, the day of payment turned into mayhem, people crushing one another. 3 thousand strong crowd broke the glass window of the cash-desk. In some places the oral arguments between the workers developed into physical clashes. The administration officials failed to calm down the enraged personnel. They called for the guards, which restored order, letting people approach the cashier in turns. Next two days the salaries were paid out under strict police surveillance.
Over 300 staffers of libraries, musical schools and art lyceums, having received not the promised bonus money for March, became quite nervous, ready to take to the streets.
In January-March 2001 the volumes of industry production rose by only 2,2% instead of the expected 4,5%, confessed country`s Premier Vladimir Ermoshin at the April 9 meeting, attended by the executive officials, heads of the ministries, departments and enterprises. He didn`t dare speak of complete collapse though.
