A representative delegation of the Council of Europe Parliamentary Assembly arrived in Minsk on Tuesday. Five OSCE observers, who were to carry out monitoring of presidential elections in Belarus, were not allowed to enter the country. It is stated in the declaration of the Organization for democratic institutes and human rights of OSCE (ODIHR OSCE), published on Tuesdays by the OSCE Secretariat in Vienna. As pointed out the ODIHR director G. Studemann, “he is extremely disappointed by this ruling of Belarusian authorities”. The administration of OSCE believe that all the members of this organization, including Belarus, are to invite OSCE observers to all possible elections, especially presidential ones.
From July 31 to August 3 the PACE delegation visits Minsk. As the Headquarter of European Counsel in Strasbourg informed, the aim of the visit is “examination of the current political situation in Belarus on the verge of the presidential elections scheduled for September 9”. The head of the PACE delegation is the English parliamentarian Terry Davis, the chairman of the commission of the Political Issues Assembly. The members of the mission include the Council of Europe rapporteur on human rights situation in Belarus Wolfgand Berendt, and a representative of the EC Human Rights Committee Cyril Svoboda.
