Victory Formula Brought into Life: Domash and Goncharik Sign an Open Deal
11:01, 14/08/2001

Following time-consuming debates, which lasted for a few hours, with people almost breaking into the building where they held meeting between two potential candidates for the presidency and members of political parties and movements, with ZUBR activists rocking the place with shouts “Unique Candidate!” and “Long Live Belarus!”, the festive ceremony of signing the agreement has finally come to an end. The main result of today was the drawn final decision of the potential candidates for the presidency – Vladimir Goncharik and Syamon Domash – to coordinate their activities, working in one tandem. In the event Goncharik gets registered as candidate, Syamon Domash immediately withdraws his candidature in favor of Goncharik, being guaranteed a Premier’s seat in the aftermath to the victory.

As soon as Vladimir Goncharik gets registered as presidential candidate, Syamon Domash becomes head of the political council of the unique candidate.

In case only one of the two is granted registration permission, other participants of the agreement provide him with broad assistance as a single candidate representing wide public coalition. Given the authorities create impediments for Goncharik’s ultimate registration, the united headquarters and both nominees for the presidency, acting in unison, undertake all legal means to ensure the unique candidate’s registration, even passing calls to the international organizations and launching mass actions of protest.

Vladimir Goncharik binds himself with a commitment to form the government, headed by Domash, in case of his election as president and also in the minimal possible terms to hand over to the government part of presidential authority within the general process of the division of powers. The unique candidate is also obliged to hold democratic parliamentary elections. In the sphere of state government the unique candidate pledges to guarantee the restoration of the democratic system of power in the country, based on the power division principle, rule of law and parliamentarism, restriction of president’s authority, restoration of the parliament’s functions, broadening the power of the government and the local authorities, independence of the judiciary and freedom of media, including the creation of a public TV channel; to ensure the election of the parliament and local representational authorities under the mixed, proportionate and majority system, along with the government’s approval by the parliament. To guarantee the restoration of the parliament’s and local authorities’ full control over the budgets and other state funds. To ensure amendments into the electoral legislation, guaranteeing the formation of election commissions, engaging political parties and public associations and non-interference of state bodies into their activity. To follow the path of dynamic economic development, enhancing the population’s living standard; to guarantee unconditional observation of constitutional provisions on sovereignty, independence and aspiration to neutrality. To carry out effective multi-vector exterior policy, the major principle of which would be the reinforcement of fair, mutually beneficial partners’ relations with Russia, Ukraine and other countries, to ensure integration of Belarus into the common European political, economic and state environment. To create favorable conditions for the development of national culture, language, traditions and widespread application of the national historical symbols of the Belarusian nation.

The accord was signed by the leaders of the United Civil Party, BPF “Adradjenne”, Belarusian social-democratic Gromada, Social democratic party “Narodnaya Gromada”, Belarusian women party “Nadzeya”, Belarusian labor party, the Party of communists of Belarus, movement “For New Belarus!”, organization “Regional Belarus” and civil initiative Charter’97. The agreement was also signed by the unique candidate from wide public coalition Vladimir Goncharik, leader of the “Regional Belarus”, potential candidate for the presidency Syamon Domash, ex-Prime Minister Mikhail Chigir, ex-Defense Minister Pavel Kozlovsky, communist leader Sergei Kalyakin, former ambassador to Estonia, Latvia and Finland Mikhail Marinich and leader of agricultural trade unions Alexander Yaroshuk.

By signing the agreement the leaders of the political parties and public associations, as well as the afore-mentioned public figures, promised to mobilize all the resources to ensure maximum support to the unique candidate with the purpose of his ultimate victory at the presidential elections and the consequent necessary political and economic transformations.

Same day there has been signed an agreement between the unique candidate for the presidency from wide public coalition and representatives of 87 youth organizations.

“What our candidates manifest today is untypical of political figures. The road was a thorny one. And I’m glad that we have many people who give up their personal ambitions in the name of our motherland. I’m convinced that the unique candidate, backed by our support, will definitely come out victorious,” – commented on today’s event “For New Belarus” movement’s leader Vassily Leonov.
