NEWS  Two ODIHR observers still unable to obtain visas 11:12, 17/08/2001 Five experts of the OSCE Office for Democratic Institutions and Human Rights (ODIHR) arrived in Minsk on the afternoon of August 17 to observe September,s presidential election. Two members of the team stayed behind because they are still unable to obtain Belarusian visas, the head of mission, ODIHR Elections Section chief Hrair Balian, told reporters at the Minsk airport.
