Independent Domestic Observers First to Voice Poll Results 11:04, 04/09/2001
Independent interior observers will be the first to publicize data about the results of the presidential elections in Belarus. “It is no boasting. The possibility is envisaged by the very system of parallel vote count. It happened so in all countries where they used it previously,” – said coordinators of interior observation of presidential elections in Belarus Ales Belyatsky aтd Miroslav Kobasa. In total, around 10,000 observers will engage in the system of parallel vote count.
Ales Belyatsky and Miroslav Kobasa wondered why would the CEC and other official structures fear the parallel counting system. Kobasa went on to explain that the independent observers won’t launch their own counting of ballots, but rather operate on the basis of copies of official protocols. The purpose of independent monitoring, they stress, is to enhance the degree of people’s confidence in the results of the presidential elections.
Coordinators of interior observation confirmed that 500 polling stations, where the parallel counting will be applied, were defined with the help of computers according to a well-elaborated international methodology. Such an approach allows no more than 2% margin between the parallel count results and the actual outcomes of elections.
