Unique Candidate Urges Electoral Commissions to Abstain from Falsification 11:09, 06/09/2001 “Distinguished members of electoral commissions! The Law laid on you a very important mission – to ensure the expression of free will of the citizens of the Republic of Belarus at the upcoming presidential elections. It is namely the nation, not the president, which is the only source of power in our country. You stand on guard of this fundamental constitutional principle. It largely depends on you how the voting will proceed and whether the observers will be able to receive credible data on elections outcomes. I call upon you to stick to the Constitution, electoral law of the Republic of Belarus, international legal norms of holding free and fair elections. I urge you not to impede the independent observation, which serves as an additional guarantee of the observance of the principle of elections transparency and fair count of votes. I call on you to publicly and openly carry out the counting of votes under the provisions of the Electoral Law of the Republic of Belarus and hand over to the observers the verified copy of the protocol. Make sure you do not sign the blank protocol or the one, filled out with a pencil. Let me remind you that the forfeiting of election results is severely punished by administrative and criminal penalties. Under art.191 and 192 of the Belarusian Criminal Code such felonies are punished by prison term for up to 5 years. Voters’ will is a law for everybody. I am ready to submit to the choice of the nation no matter what it might be. But solely the will of the NATION. It is in your power to spare the choice of the voters from arbitrariness! I am convinced that before this crucial choice YOU will take an unbiased and responsible position and act according to your conscience and the law. Belarus is looking up to you in hope! Peace to your home! With deep respect, Vladimir Goncharik.”
