Vladimir Goncharik Addresses Belarusian Voters
11:04, 07/09/2001

Ahead of elections the unique candidate from wide public coalition Vladimir Goncharik addressed Belarusian voters, confirming his intention to fulfill all obligations, that he bound himself with, right after the ballot. “I, Vladimir Goncharik, the unique candidate from wide public coalition, want to tell you, dear voters, the following: I and my team worked out coordinated propositions and reached a range of accords. Accords, which have to consolidate our society and define the future of our country,” – reads the address, which you may see below.

“First, we took upon ourselves responsibility to preserve and multiply every good, which still remains in our economy and social life. We will ensure social stability in the society, take measures to curb the price-growth on most food and industrial commodity, ensure stable operation of communal and road services.

We bound ourselves with a commitment to provide for a political stability in the Republic of Belarus, which is the key condition for the flowing investments into our country, leading further to the modernization of industry and agriculture.

Let us inform you that in order to create conditions for political stability there have been worked out agreements and reached an accord with the leaders of top and middle levels, who are seriously troubled by the situation in the country right now. That’s second. The agreement is targeted at preserving the manageability of the state. These people know better than anyone else the real problems. It is owing to them that the economy of Belarus, despite illiterate rulings of Administration, is still on the surface. We won’t seek replacement to such people. We won’t persecute those, who operate in a so-called presidential executive – we are aware of how Lukashenko’s administration pressured the statesmen to obey not the laws, but directions from above.

I declare that we start our joint walk with the state officials with a “clean sheet”. In other words that could mean that starting from September 10 they will go to work for the first time. Those, who have nothing to do with crimes, will work in tranquility. All of us have to be united by the realization of the needed unity for the future of our country, so we will not investigate into who’s who. This found reflection in the Agreement, which we reached with the members of the top and middle leadership. These people will find the way to inform the structures of power on one hand, while we are informing the Belarusian nation.

Thirdly, we managed to coordinate our positions and secure them in the concrete agreement with the directorate of the Belarusian enterprises. We separately talked through all guarantees, which are to be received by the companies and hundreds of thousand of workers, working for them under the new President. We vowed to take into account all their lawful interests and create conditions for the development of the Belarusian industry and agriculture, including the legislative base for the improvement of the economic efficiency.

Fourthly, we have an agreement with the wide public coalition. Under this agreement, which includes members of coalition organizations, there will be set up a Presidential Council, which will work out proposals on the strategic issues of the country’s development. We believe that the knowledge and experience of political figures is to be used to resolve the most crucial problem – the formation in Belarus of the civil society and multi-partisan system, so that the government would operate under the effective public control. In this great work, the experience of all political forces is irreplaceable. We call to engage in the work of the Presidential Council representatives of those parties and movements, which are presently Lukashenko’s allies. This won’t let them and that part of the society, whose interests they represent, to be left out from the development of the Belarusian state.

Fifthly, we pondered on issues of the formation of future Cabinet, which has to lead Belarus out of deadlock. We agreed that it would include professionals – state managers, many of who are now employed in state structures and know the real problems from their own experience. It is owing to these people that the damage from the doomed policy of the old administration has been oftentimes minimized. We will use their knowledge and experience for the betterment of the people of Belarus.

I believe that the salvation of our country is in these Agreements. All of us have been long dying to see changes for the better. Now the history gives us a chance to choose decent life. Let us make this choice together!

I wish well to you all!”
