8,4% Turnout in Three Days of Pre-Voting 11:14, 07/09/2001
Data on the parallel vote count program was collected from 5,89% (4th September), 6,35% (5th September) and 5,92% (6th September) of all polling stations of the Republic of Belarus. The constituencies selected equally represent all country’s regions. According to information, which came from the “Independent Observation” initiative over the first three days of preliminary voting 8,4% of voters already cast their ballots.
The observers also assessed upon 5-grades scale the performance of the commissions and their compliance with the electoral law. The average evaluation for three days constitutes 3,5pts.
There occurred flagrant violations of law and denial of access to the polling stations for the observers. Even now one can notice the tendency that those observers, who transmitted information on the parallel vote count, are intentionally kept outside the stations.
Official authorities deliberately keep low the number of early voters, claiming that over three days only 5,4% of Belarusians made their choice.
