Russian Public Opinion Foundation held a new opinion poll to find out the attitude of the citizens of the country on the process of Russian-Belarusian integration that is zealously forced by the authorities of the two countries. Like before, the mysterious Russian soul triumphs. It yearns for the joining the two countries despite of the common sense and economic well-being, just for the sake of the restoration of the “past might and grandeur”. Today 45 per cent of the pollsters are for the Union, 28 per cent are for economical cooperation and about 15 per cent are against union in any form.

According to one of the members of the Belarusian Socialist Democratic Party organizing committee, Mikhas Charniausky, in the country where more than half a dozen Social Democratic organizations exist, there is a problem of creation of one party, that would consolidate these forces. There is one more reason for the new BSDP foundation. According to the members of the press conference, a split has been threatening to the party, and its main instigator was Mikola Statkevich.

Belarusian opposition is worried by possible legitimization of the “house of representatives” in the OSCE Parliamentary Assembly. The public Russian TV journalist Pavel Sharamet, a colleague and a friend of the cameraman Zmitser Zavadsky went missing a year and a half ago in Minsk, was interrogated yesterday at the court trial on the case of Zmitser’s abduction. Sharamet refused to relate the details of the court interrogation, as he has given a written undertaking not to reveal any information. The journalist stressed that he still abide by his opinion that the leadership of the country is connected to the abduction, in particular the present Public Prosecutor General Viktar Sheiman. 
Mass Repressions Confirm Doctor Schyhelsky’s Diagnosis 11:10, 27/11/2001

Mosaic psychopathology of A.Lukashenka is progressing. The evidence is mass arrests of the officials of different levels, the flood of which rolled across the country recently. Yesterday, for example, we have already informed that 210 criminal cases have been initiated in the last two weeks by the Public Prosecutors. Imprisonment of 720 people was sanctioned. In the beginning of the year doctor of the Psychiatry Schyhelsky warned that “the peculiarities of A.Lukashenka’s personality, in case of his further remaining in office, and taking into account the clinical dynamic, that has been observed in the last six years, can lead to mass terror and establishment of an absolutely unlimited personal power”. Schihelsky’s conclusion is well known: “moderate mosaic psychopathology with the prevailing features of paranoiac and dissocial disorder of the personality”. Unfortunately the doctor’s diagnosis continues to be substantiated.

As is well known, Mr. Wieck leaves Belarus before the end of this year. Ambassador Wieck stated that the decision not to stay in Belarus for a second term is his personal choice and he was not influenced by A.Lukashenka’s numerous accusations of AMG OSCE and of him personally. According to his extremely severe statements on Belarusian authorities Wieck leaves Minsk totally frustrated. Ambassador Wieck voiced his very harsh position towards the presidential elections in Belarus, and said that the official result of the vote should be regarded carefully, as in reality the authorities created a system of manipulation…

Czech President Vatslav Havel, invited the leader of the Belarusian Popular Front Vintsuk Viachorka, to the international conference “Forum-2001”. Viachorka took part in the 5th world conference “Forum-2001” in the middle of September. The leader of the BPF met a number of Czech MPs and politicians, as well as Russian State Duma deputies Kovaliov and Javlinsky. The questions of international non-recognition of the presidential elections in Belarus, and assistance of the Czech side to Belarusian civil society were discussed. Now Czech President invites Vintsuk Viachorka for the ‘second round’ of the Forum: “I think that in such tough time we should continue the tradition of opinion exchange on many essential problems”.

Belarus Does Not Pay CIS Integration Bodies, “Russia and Belarus Union State” and EAEC Membership Fees 11:06, 27/11/2001

Belarus was “criticized for not paying membership fees” to all the integration bodies. The embarrassing situation has happened at the session of the Inter-parliamentarian Assembly (IPA) of the CIS and the Eurasian Economic Community (EAEC). Belarus was warned that it has indebtedness to the IS IPA, and EAEC IPA, to the Parliamentary Assembly of Russia and Belarus to the budget of the Union State of Russia and Belarus. "However, the sum of the indebtedness is insignificant for the country – about 100 thousand dollars”, -- Interfax informs. 
National Bank Recommends Not Prolong Terms of Licenses For Trade In Hard Currencies For More Than One Year 11:05, 27/11/2001

Regardless of the fact that now prolongation of the licenses for hard currency retail trade and services is allowed for the term up to three years, Belarus National Bank ‘does not recommend’ its regional and Minsk chief administrations to prolong the licenses issued before for a term exceeding one year. This recommendation was given in connection with the current policy of “de-dollarization” of the economy and of the limitations of the sphere of foreign currency circulation on the territory of Belarus.
