NOC Abrogates Contract with “Olympiysky” Stadium Director
11:04, 01/04/2002

The executive committee of the National Olympic Committee of Belarus ruled to abrogate the agreement with the director general of the sport complex “Olympiysky” Sergei Demkov. 8 out of 10 committee members voted in favor of such decision. The reason for the abrogation of contract were the results of the examination into the “Olympiysky’s” financial activities, which was carried out by the NOC commission in early March. The commission was set up after the promulgation of facts of violations at the complex’s facilities, as well as the demise of a young swimmer in the pool, who was sucked in by the water-collecting pipe, reports BelaPAN.

According to the commission, by the time of the examination they didn’t form the statutory fund of the enterprise “Olympiysky”; the legal entities, dwelling on the complex’s facilities didn’t pay their rent and utilities fares in due time; the rent’s size was calculated falsely; there was ensured no control over the issue of free passes for attending the gyms and pools; payment for parking vehicles was levied the way it shouldn’t have been.

Moreover, the “Olympiysky’s” head Demkov received awards at the time when his company incurred losses. His salary’s ratio and that of the average workers’ salary at the complex in December 2001 constituted 6,6 (1,312,500 rubles against 198,766), whereas the legislation envisages the highest ratio of no more than 3,5. Other faults were also revealed. The commission’s conclusions were voiced on March 27 during the session of the NOC executive council’s bureau. Three out of the total four NOC committee members voted for the abrogation of contract (NOC Vice-Presidents Nikolai Ananiev and Alexander Medved, secretary general of NOC Anatoly Ivanov; the only person against was the Minister of sport and tourism Evgeny Vorsin).

In his turn, Demkov’s letter to the NOC executive committee reads the “biased attitude of the NOC Vice-President Ananiev is caused by his personal motives of enriching himself at the cost of “Olympiysky” and Demkov’s alleged refusal “to assist him in the matter”. Ananiev plans to inform the head of state about their decision. An issue of disciplinary punishment of NOC executive director Yaroslav Barichko, who had signed a contract with Demkov and failed to provide proper control over his actions, will be raised after the man leaves the hospital, where he’s been placed, and shows up at work.
