The draft law “On the introduction of changes and amendments into the pension laws of Belarus” envisages the payment of pensions only provided a pensioner leaves job (many Belarusians receive both pensions and salaries at the same time when reaching the pension age). At the same time, according to the draft law, pensions should be paid to those individuals, who paid insurance dues for no less than five years.
The project, proposing 12 amendments into the acting pension system, has been considered and ratified by the government last week. The state servants, who are paid early pensions due to their age and continue to work in some other organizations, will also receive none of it. The idea first occurred to them after the constant fall in 2002 in the monetary reserves of the Foundation of social protection of the population. Apart from the financial problems, experienced by the payers of dues (their indebtedness by November 1 exceeded 160bln rubles), the situation with funds is also negatively affected by the current demography. The share of those, who reached 65, almost by two times exceeds the UN criterion, which refers such people to the elderly group. As a result, the number of pension receivers per every 100 workers in the country rose over the past ten years from 46 to 60 people (28%).
