New Apprehensions for Distribution of Flyers 15:16, 25/02/2003
Four ZUBR movement’s activists were detained yesterday for gluing stickers with the People’s March “For Better Life!” logos in Minsk streets. They all faced protocols under article 143 of the Administrative code.
Remarkably, following the protocol-filing procedure, ZUBR activist Igor Vinnikov couldn’t get back his passport from the hands of the Sovietsky district police station of Minsk. When he demanded that they return him his passport, they said that they would do it not until he pays off the fine. However, this is a clear breach of law, for the fine must be paid within ten days, while the seizure of documents is illicit under the law. In case they don’t give him back his passport, Vinnikov will contact procuracy over the matter.
